News & stories page: add filter controls

      Summary

      Implement filters for the News & stories page at the top.

      Requirements

      • The filters should be shown in this following order:
        • Filter per Post Type. Default text: All posts
        • Filter by Category. Default text: All topics
        • Sort by Date. Default text: Newest/Oldest
      • The above strings should all be translatable.
      • For the first two filters the user is redirected to the appropriate listing page upon selection.
