Summary

Implement a filter for the News & stories page at the top, that would show only matching posts.

Requirements

• The filter should only be visible in the assigned (Settings > Reading) listing page.
• The filters should have the default text: All topics.
• Filter should be applied as url query parameter (see UK example, but since we now only have one filter there is no need for an "Apply" button.
