Create validation for Alt tag field for accessibility

      Create an enter Alt tag field in the backend. With a prompt about accessibility. This makes sure the content creator is aware.

      Tasks
      - Ensure the UI for selecting images is consistent for all blocks that have images

      - Create a pre-publish check to validate images have an Alt text

      - Highlight images that don't have an Alt text (add a border, a text warning, check UX)


      • Investigate removing the Upload buttons, users will still be able to upload images using the Media Library UI
