Implement the design for listing pages - 2d iteration

      Implement these new designs for the listing pages:

      • add toggle buttons to show the list or the grid view.{}
      • add a back button to the "parent" or "News & Stories page
      • add a featured action that can be generated automatically and manually
      • Allow the "Quick links" block to be placed anywhere on the page (placed at the bottom by default)
