Implement a "featured action" section on the top of listing pages.

Requirements

• It should pick up the most recent Action that matches the viewed taxonomy.
• If there is no match, omit the section completely.
• This should be applied in Category, Tag and Post Type listing pages.
• Add the "featured" section following the design mockups.
