      Implement the new design of the Comments block on the Post pages.

      Apply all new styles displayed on the Figma file.

      Note 1: This ticket also includes a fix for the "Cookies opt-in" checkbox (Settings > Discussion > Show comments cookies opt-in checkbox, allowing comment author cookies to be set) which previously didn't work properly and wasn't styled.

      Note 2: since these changes need to be released together with 2 other tickets, we are putting everything on the new-post-design branch until they are all ready!
