Summary

As the result of the blocks review, we would like to make a few changes to the covers block (now actions list). 

Requirements

• Phase out campaign covers. In it's place we recommend the issues block (with image and text side-by-side). See example from GP Denmark.
• Remove tags from the take action cards as they do not serve a purpose for navigation
• Add drop-down in the backend for selecting pages and tags
