Summary

Remove the dark dark theme for navigation bar.

Requirements

• Remove the drop-down menu for the option to select either the dark or the light style for the navigation bar, from the P4 settings > Navigation, and enable the light style by default.
• If it's too complicated to bind that change to the "New Identity" feature flag, we could just enforce the light theme when the feature flag is enabled and remove the option in a follow up iteration.
