Apply the new underline style for standalone links.

Requirements

• Replace the blue color with the dark grey-900 #1C1C1C for text and add an underline with the GP-500 on passive state.
• Animate the background color GP-100 #D9F1C5 from bottom to top on hover state.
• Apply these new colors to all standalone links on all P4 sites.
• Apply the dark grey-900 to the icons (PDF + external link+arrow) used with the standalone links.
• It should be part of the new-idenity css code, to be masked by the feature flag implemented in PLANET-7020
