Apply the new GP-green 800 to contextual links.

Requirements

• Replace the blue color with the GP-green 800 #198700 for the passive state.
• Keep the same color for the hover state with an underline.
• Apply these new colors to all contextual links (categories + post types) on all P4 sites on Post + listing pages + the articles block + the search results page.
• Apply the GP-green 800 to the arrow and the separator used with the contextual links
• It should be part of the new-idenity css code, to be masked by the feature flag implemented in PLANET-7020
