Cookies: Set default copy from Cookies Block data

      Following PLANET-6075, we need a migration to pull content from existing Cookies block and set the default copy on new Cookies default content fields.

      Requirements

      • Fetch text from Cookies block
      • Set that content to proper language for multilingual sites
