Background
The current media library already shows an Alternative text field for images uploaded there (see attachment "alt_text_in_media.png"). However when adding an image to a post/page, there is also an Alternative text field on the right side bar which overwrites the same field in the media library (see attachment "alt_text_in_post.png").

The issue with this is that with newly added images, editors need to make sure they add the alt text in their post/page AND in the media library as well, because if they just add it to the field on the sidebar when creating a post/page, then the text will only be saved for that post/page, but next time someone adds the same image from the media library, the Alternative text field will be empty.
