Context
We are getting closer to the limit of custom dimensions in the Global Property. We have only 5 dimensions left and this isn't enough for both the Campaign Tracking Standards (2020) proposal and the Open Social Tracking implementation.
Temporary solution:
As discussed with Ibrahim, we are going to repurpose some of the existing dimensions that are not actively being used. Since acquiring Google Analytics 360 is not our short plans, we should review the current custom dimensions and try to make the best use of the 20 available. Even though it's not a good practice to repurpose these dimensions, it should give us some more space to the tracking improvements.
These are the changes we are planning. In red the most urgent changes, and in blue our plans for the future:

Tasks:
- Get in touch with NROs that are actively using those dimensions in the Global Property, to avoid causing any disruption to current dashboards/reports. We should also suggest transitioning to a Local Property set up, where they should have more flexibility to customization.
- Repurpose the dimensions in Google Analytics
- Implement the new custom dimensions via Google Tag Manager (create a follow-up ticket for this GTM task in all P4-NROs containers)
