Description of the issue: When an Editor is trying to replace an image in
the Header Carousel they should expect to see an X in the upper right
corner of the slide to delete the current image.

However, some Editors are reporting that the X is not appearing for them.
I am unable to replicate this bug.

We have tested this on Mac - Chrome v79.0.3945.130, Safari v13.0.3/4, and
FireFox v66.0.2

The X appears for some Editors but, oddly, not for others.
