This ticket is about a global 404 error page to deal with P3 redirect failures and non-domain specific errors, e.g. www.greenpeace.org/blahblahblah
As of now a generic blank 404 appears, this design ticket is about proposing a common, general 4040. ideally, it shoudl sit somewhere close to the landing page www.greenepace.org/global
