Description of the issue: The Swiss office (Stefan Durrenberger) tried to
recreate the Plastics toolkit by importing the xml and reported that it did
not work well. "The import randomly fails at least every second time and
the layout is broken." Would you please test that properly before other
NROs try to do it and decide that the campaign pages are not working and
never use them again.
