User stories:

As an editor, I want to see the campaign standards dropdown values in alphabetical order
As a data analyst, I want to input the Climate Emergency new value on the campaign standards dropdown list.

The campaign standards dropdown is available in pages and cpp pages. I don't know if the repository is the same for both fields. In case it's not, we need to apply these changes to both types of pages.

Add new value Climate Emergency to the Campaign Standards (first field) dropdown in pages and in campaign pages
Reorganize the Campaign Standards (first field) dropdown values in alphabetical order
