It is time to harmonise the content creation of our Blocks.

As mentioned in multiple tickets (see related ones) - ALL the following blocks should have character limitat counter under the text boxes, aligned on the right (see snapshot "Character Limits").

Character counts should be excluding spaces and (if possible and as recommended by mfatome in PLANET-3276 - updating while users are typing text). The second requirement is not obligatory.

I am adding recommended limits based on testing around sites (and remaining large to allow flexibility) but please wmorrisj feel free to recommend other limits.
