Follow up of PLANET-3825
When user does not fill in column header fileds the block is not displayed in front end (only tested on Tasks style so far). So we made the field copmulsory to avoid that.
Now that the field will not be compulsory again we need to make sure the block is still shown in every style even when no column heading is filled in
