Feedback from Michael on how a new petition should work:

1. paste header and footer into a new html template
2. go into new page in the page builder editor, drag over two rows
3. drag over text blocks into the left column and drag over form block to the right column
So that when they are in the editor it is more of drag and drop, wysiwyg experience ... if possible.
