Investigate using “fieldset” and “legend” for Search page filters

      Summary

      This would make it easier for screen reader users to understand the structure of the page and its functionalities.

      Currently we just use an H4 tag for the label, and a bunch of divs.

      This might need to be updated for the mobile version (modal) too.
