Incorporate this form in page and post templates so that it always shows up above the footer

Requirements

• There should be no white space in between footer and the form, so it looks like one footer
• for the background for the signup form block, lets use this image https://media.greenpeace.org/Detail/27MZIFJX70XJ9 but with a darker filter over it
