If the "Analytics cookies" checkbox is enabled in the settings but the corresponding texts are empty, when trying to interact with the block in the frontend we get the following console error: 

Uncaught ReferenceError: capabilities is not defined

To make it more clear in the settings, we should also move the analytical cookies checkbox on top of the corresponding text fields and hide/show them accordingly.
