Summary

Add a "Featured" section on top of the News & Stories listing page, as shown by the design mockups.

Requirements

• Use the native "Sticky" sidebar option to select which posts to show.
• Make sure to remove those posts from the listing below. There should be a ignore_sticky_posts for WP query.
• We should completely exclude sticky posts from the listing.
• Use the four most recent sticky posts to be featued.
• If less than 4 posts are selected, don't show the featured section at all.
• The featured section is only for the designated News & Stories page (Settings > Reading)
