Summary

Following up the work from PLANET-7197, we can use it as a guide to move Counter block code to master theme.

Requirements

• Move Counter block code to master theme.
• Migrate any additional dependencies it may need.
• Use the Guestook block as a guide for the code/folder structure.
• The block should be tied to the Planet 4 Blocks feature flag.
