Summary

After ~~PLANET-6945~~ is done and release on all NRO websites we can clean up our code and retire relevant feature flags.

Requirements

Remove website_navigation_style feature flag code.
Remove new_identity feature flag.
Integrate new-identity code into our main css code.
Adjust webpack after these changes.
