Tags panel shows up twice for non-admins, and they can create tags

      Summary

      The Tags panel on the sidebar shows up twice if logged in as an Editor. It could be related to the recent changes at PLANET-6947. It doesn't seem to affect Admins.

      Steps to reproduce:

      1. Login as an Editor.
      2. Go to posts and start editing one.
      3. On the sidebar you should see two Tags panels, one after Categories (probably the right one) and one under Discussion.
