Style the default Actions listing page. It's auto-generated but it's currently completely unstyled.

Requirements

• It should use the Query Loop block list view, same as any other listing page.
• Use the category page as a guide for the frontend UI.
• Use the same logic as other listing pages to either show pagination or a "load more" button depending on the relevant feature flag.
• Ensure that this is not depending on a hard-coded slug, since admins will be able to customize it (see PLANET-6892)
