Some NROs want to build forms with the option for end users to upload files. These files end up in the same bucket as every other media file. This can be an issues since these files are currently public which may not be what users expected when uploading something.

Since files are created with a prefix hash, one step to mitigate that is to remove the storage.objects.list from these buckets if possible.
