      Reproduce steps:

      1. Edit the page. Block requires recovery.
      2. Attempt recovering and update the page. It works fine, but issue and tag are missing.
      3. Select issue for the left column and tag for the right one. And update the page.
      4. Refresh the editor.
      5. Block requires recovery again.
