Following the Act/Explore investigation we need to simplify Search filters in order to decouple it from hard-coded references to Act and Explore pages.

Current filters as explained in this comment in code:

• Categories are Issues.
• Tags are Campaigns.
• Page types are Categories.
• Post_types are Content Types.

We could re-purpose the filters to follow native taxonomies. So in the end we can have these filters:

• "Categories" (actual categories)
• "Tags" (actual tags) leave out for now
• "Post Types" (eg. Stories, Publications, etc)
• "Action Types" (eg. Petition, Event)
• "Content Types" (WP post types. eg. pages, posts, actions, archive, document, etc)

Tasks

• Hide taxonomies and post types if there is no content
