      Allow a drop down menu for the Donate button.

      Requirements

      • Create a new menu location for the Donate button and its suboptions.
      • Add a notice on P4 Settings > Donate page that Donate settings have been migrated in Appearance > Menu.
      • On mobile the Donate suboptions are styled as a regular menu item.
      • Limitations should be the same as the primary nav menu (see PLANET-6508)
      • Add chevron to Donate button if there is a dropdown
