Navigation Bar: add validation warnings on menu configuration

      Allow admin users to add more items to the primary navigation menu.

      We should limit to 5 menu items maximum in the navigation bar with a limit of 18 characters for each item.

      Investigate soft (display a warning) or hard limitation options. If hard limitation is technically complicated we should aim for just displaying a warning.
