Follow up ticket from discussion in PLANET-6253

Task:

• Set up a new cookie just to store the information of "active consent choice" and use this to display or not the Cookies Bar. 
• When the user clicks on "Got it" it will apply the cookie 'greenpeace' with value '4' when the analytics cookies are enabled (P4 Settings > Cookies). If not, it will apply the cookie 'greenpeace' with value '2'.
• Set up the cookie 'greenpeace' value to '1' on the first page visited (any page)
