Summary
We currently have some inconsistencies on where we allow rich text formatting on P4 blocks. Blocks used to allow HTML editing on some of these fields. On WYSIWYG we can display a RichText bar with certain controls (bold, italic). Hyperlinks are still not allowed (there is an upstream bug for that).

Most of our blocks have a Title and a Description on the very top. Some also CTA buttons. These rules should apply for all blocks:
- Title: Disallow
- Description: Allow
- Buttons: Disallow
