We'll put the beta category (Planet 4 Blocks - BETA) behind a feature toggle so it can be used to merge new versions of blocks without showing them in the editor like currently happens with blocks in the beta category. The blocks that are currently in it are already used in production, so we'll move them to the regular "Planet 4 Blocks" category so they stay available.

To test: verify that all 3 blocks are now in the "Planet 4 Blocks" category, and no block is in the "Planet 4 Blocks - BETA" category.
