In WYSIWYG blocks we use RichText components for in-place editable fields, however we don't have a way to limit the number of characters there. We do have a withCharacterCounter component that we use in the Articles block for the TextControl component (although we don't actually set a character limit so it's useless right now), maybe we would need something similar for the RichText?

This could also be an opportunity to make these numbers consistent for all blocks, at least for titles and descriptions, since at the moment we have a few different values!
