User stories:

• As a data analyst I want to make the Global Project dropdown field mandatory for editors when creating a new campaign page so that we can ensure that data is attributed to a specific project

Tasks: 

1. Make the “Global Project” (previously called Campaign Information (Datalayer) dropdown mandatory when creating a new campaign page. Error message should be shown indicating field is mandatory and page should not be able to be published. Campaign should be able to be saved as a draft without the campaign DataLayer field filled in.
