Similar to the work that happen for master-theme on PLANET-4626, let's update composer dependencies. Currently running `composer install` fails, which prevents `make dev` from completing on the develoment environment.

Tasks

• Update composer dev dependencies to match rest of plugins
• Sync phpcs configuration if needed
• Fix any code errors that may come in surface by this change
• Check editor config

This could be done along with PLANET-3730
