The &:not(#hidecookie) rule in the Cookies CSS is hijacking the order of precedence, let's find a better solution, like using a stronger selector or rule in the #hidecookie button.

Tasks:

• remove the &:not(#hidecookie) styles
• check for !important uses as the spreadsheet-default-sort button (already updated in another PR)
