The planet4-builder has a list of environment variables it uses to check if it should replace the version of a certain plugin with with what is in the env var. This list does not include the newer gutenberg plugins for blocks and engagingnetworks.

As a result, whenever a pipeline on a branch of these plugins uses the builder to run tests, it does not actually test the branch.
