In our block matrix we have "N" for the Spacer block, mentioning that Spacing is normally done in css so it can be adjusted by bootstrap break point > http://bit.ly/gutenbugs
We should not assume our editors know CSS and since we allow paragraph in classic block we should allow the spacer, because the gutenberg Paragraph block does not allow blank paragraphs,
wmorrisj suggested the spacer block to follow the 16px grid. So 16px, 32px, 64px for the various screens.
