The "Fixed Background" features of Gutenberg's native "Cover" block allows editors to use Parallax effect, changing the background of any page / post without restrictions and to place text over image in general.

This is a beautiful feature, but Design should review it and recommend whether to allow the "Fixed Background" or text over image with the Gutenberg official launch or not. And if yes, under which rules and circumstances, to respect P4 style.

Review should include:

• Potential critical P4 style impact
• Potential critical P4 Campaign content types impact
• Recommendation for adoption in P4
• Recommendation for adoption in Campaigns
• Dev tasks to implement any of the above
