Currently the Legal text in the Minimal footer is different than the Default legal text. In linked ticket we added one copyright text but we are still missing the second.

For example the International site should have the following legal text:

Unless otherwise stated, the copy of the website is licensed under a CC-BY International License <-- this is now shown in minimal footer and should be shown
