With the improvement of all the other blocks, we've put title and description as fields in each block. So this is no longer necessary. What we should do though is repurpose it as a Quote Block so web editors can insert a nicely designed pull out quote on pages.

Backend: Remove the "title" input field, and change the word "description" to "quotation"
