The cookies block is not working as it used to. As indicated in the Handbook (and as how it originally worked):

1. not accepting the strictly necessary cookies (1st option) should make the cookie message appear. Nothing happens now.
2. if users accept the “All cookies” (2nd option) the Necessary cookies (1st opion) should be automatically accepted

This of course given that the “Enforce Necessary cookies” setting is active.
