As agreed in the workshop, we need a voting tool accessible in the Handbook to submit new requests. We should select a plugin (https://wordpress.org/plugins/simple-feature-requests/ ??), and perform a security review of it.
KEY REQUIREMENTS:
1) Allows voting
2) Allows submission from logged in users
3) Displays all submissions
4) Allows management of the whole list by Administrator

Could have:
5) Limited amount of votes per user
6) Allowing p/NRO filtering
