      Description

      Currently, in the india site (india.p4.greenpeace.org) , we have added the language switcher to the footer.

      Task: Have a first pass at trying to put the language switcher on the header and make it look not very bad.

      If possible, add it to the master theme (but without breaking sites that don't have the language switcher).
