The behaviour for the "Issue fields (Column 1 - Left side)" dropdown should be the same as the "Campaign fields (Column 2 - Right side)", where "Select a tag" is the default

As an Editor
I want to have "Select an Issue" as the default option in the "Issue fields (Column 1 - Left side) dropdown"
so that I do not have an Issue being assigned when I don't want to use one
