Navigation bar: Default website must be defined per website

      Currently the default website in the Greenpeace Websites navigation menu is always "International (English)".

      We need to create a Planet4-setting where the administrator for each site will be able to define what it will say there.

      The rest of the menu will stay the same for all websites
